If Emsigner is configured to 1645 (check by opening emsigner), then you don't have to perform Netsh command in command prompt as shown. Enabling in Java scripts will be enough. If still not able to get it.. you can Message me.

There is an update in emsigner. If your emsigner version is showing as v2.6, pls uninstall and download the latest version. (Based on reviewing few systems from last 3 days).
