Lucifer ripped out pages from the book of destiny, meaning he is not bound by fate. So Plot manipulation doesn't work on him.

Also he is God's smartest angel so should get IQ and battle IQ.

I dunno bout GOS Loki feats so I won't go there. But Lucifer did beat an Evil version of The Presence and that's a pretty big feat so I don't know if any of GOS Loki's feat would top that.

Bro Lucifer at the end of the Vertigo series went out of the Presence's plan. Presence's plan=plot. Mike Carey has also confirmed that Lucifer is unbound by plot, narrative or story. So Loki's plot manipulation would not do anything. Also GOS Loki is not omnipotent
