The reason that people scale saitama to goku is because of the style of punch saitama uses he does not compact energy like goku he cant do that because he is mer human but since gokus punch doesn't make a massive explosion doesn't mean its not powerful
Its just he has mastery with his fist style and has obsolute control over his on energy and can compact it at such point that is or even more power full than saitama's serious punch or normal punch. Plus goku is a being above gods of destruction (exept beerus and champa) in mui that the is capable of blinding a fast attacks that is hard to comprehend just image that but with no energy control the hole arena and the empty void would of been obliteratedby one of gokus weak punches.and to add to the fire, goku facing off terra 2 saitama that is not even canon will be an intersting fight (by intersting i mean 1 shot )but if some how saitama survives goku for long enough goku will go all out and saitama loses but we all know goku with empathy he will spare him once or twice if lucky asoon the third time arives he is dead.
