Some fish are shy of the braid and we have to go to an invisible connection...others, like tarpon would go right through the braid because of their rough mouth.  I use a leader for redfish because it is easy to handle the fish without cutting my hands on the braid and it doesnt get tangled in spinnerbaits.

For anyone who is cheap like me and doesn’t want to use swivels you can just tie your leader section to the wire with an Albright special. However, leave a little tag end on the wire like a 1/4-1/2 inch. If you break off the wire tag like you do with the hook end it will cut the knot under heavy tension. But with a little tag end on the wire it is a very reliable connection. You could also just barrel wrap the tag end a few times then break off the tag. If not, then be careful to not handle the wire at all when leadering your fish, grab the mono or fluorocarbon section.

There are some problems with this rig, your bite leader and hook being the biggest. 60 pound single strand will not hold up, anything bigger than a bonnet head will bite right through it or snap is when it shakes its head. Single strand can get broken incredibly easy. This is why when its used, its doubled up and twisted around the other strand. its also why it's typically used in 274 pound test. 49 strand is flexible and very twist resistant and much less likely to simply break when a shark starts to shake his or her head or when they start rolling themselves up in your line. Sharks can chew through multistrand but it often lasts longer. Also, circle hooks are best used for sharks. They won't get gut hooked which means they'll survive upon release and they can be released faster.

So, could I get away with a full 40lb test setup here in California? eg: Braid/Mono/Wire?

This rig isn't bad, just switch the regular j hook to a circle hook.
