Elf arc Julius is debatable since past Julius needed an amp from Astaroth to seal Conrad, but Conrad absolutely destroys past Julius.
Strength: Conrad was able to physically overpower a two wing Asta multiple times, an Asta significantly stronger than the one that fought Dante on par with Yami. Conrad easily takes this. 1-0
Speed: Julius was able to casually out speed elf arc patri and considering his whole fighting style is based around speed, I’ll give him this. 1-1
Agility: Julius may be outright faster, but Conrad is more agile and a more physical fighter. 2-1
Endurance: Conrad takes this based on his fight with Asta and nearly destroying the planet after taking a direct hit from Asta’s sword. The man simply doesn’t stop swinging. 3-1
Stamina: pretty much the previous answer, Conrad isn’t stopping. 4-1
IQ: both are smart, but Julius is clearly better. 4-2

Conrad wins at an incredibly high diff against elf arc julius, due to his superior physical stats, similar intelligence level, and overwhelming raw power. There’s a reason past julius literally pulled up with every magic knight squad to jump him in the past, especially since he knew Conrad would be reluctant to fight them.
