The only reason Julius Novachrono couldn't win is because Licht aka Patolli is using William Vangeance's body. Otherwise, he would've won with ease. And the fact that he literally saved the entire kingdom while sacrificing himself is something worthy of praise. A true Wizard King.

Julius was only trying to keep Vangeance alive for his plan. That's why he favored Yami and Vangeance, not for their magic but for their part yet to play. Since he needed Patry separate from Vangeance's body he let the Elf Arc play out.
