The caps inside are either level based or you need the perk "scrounger" he found as many caps as he did because of the perk making it so you find considerably more caps in containers, I went on here without the aforementioned perk and only found 3 thousand caps

This caravan full of goodies and caps belong to a woman in Freeside. She's part of a side quest where you collect tab money.

She mentions losing all her life savings in a cave. Weird how she got that far without her stuff since bloodborne cave is far as hell from the main city.

this is the scene where you read out the terminal records at the nipton town where the mayor actually is paid 8000 caps to subdue all the NCR troops and Powder gangers that roams around the town since its like a hostess pub so no wonder a lot of those troops and gangsters are gathering up there.

I never thought it would need some good gear to get that secret stash

I think that the amount of caps you get depends on the level of the character, so it's recomended to go with a high level character.
