Rehman Sir, Pakistani State personally under Jinnah was fully complicit or else why did he not call off the misadventure as he had nearly a year to do that (till his death in Sept 1948). Ultimately this laid the foundations for perennial bad blood between two states (reaching right up to now) for which Mr. Jinnah statedly wanted US-Canada like relations. It is widely reported that Governor Cunningham and (acting?) Pak Army Chief Gen. Gracey were not for this and it was arguably with Jinnah's blessings that operation was launched by Akbar Khan et al. with others falling in line.
The irony is that Jinnah had a standstill agreement with King of Kashmir so the incursion was all the more odious. This would in my opinion be one of topmost mistakes of Kayed.
Now the notion of Civilian leader (Nehru) stopping short of pushing Pak forces out of complete J&K is popular in India too (and often pointed out by BJP).
