If I hear correctly, this is in fact a quite late dialect of Phoenician called Neo Punic. This particular text was found in modern day Tripoli (Lybia), inscribed on a limestone block, dated to circa 15 - 17 CE.
It is a dedication inscription of a building that a certain individual named NKSP built and dedicated to his deity Ammon. The reading in this vid is actually quite good (minus the nasalization), however it skipped the first two words, the name Ammon being one of them.

That is not a regular Phoenician. That is Punic from the 4th century.
