A key note about steraks as a counter, sterak activates at 30% HP, a good garen knows that 30% hp is the threshold to kill any champ in the game with rank 2 R, so a sterak being popped is a signal for garen to ult you after the shield expires.

As a Garen otp, I can confirm. Shields and HP are the biggest counters. Just forget armor and stack HP, I swear, the percentage damage on his R doesn't matter if he can't even get you in range for it, Garen has no %Max HP damage outside of it and can't use Blade of the Ruined king.

Armor isnt that bad against garen. armor is only worse than health because of the base damage of his ult and the 25% e armor shred that only comes after he already dealt decent damage.
Also you always want a mix of hp and resistences. So its not bad to build some armor when you already have steraks

For anyone might thinks that Garen is countered by Darius, this is partly true ONLY because Darius has Bleed passive which causes Garen's healing to be sort of "turned off", adding 5s to the passive, or even decreasing Garen's HP in an extended fights if having to much bleed point.

This is exactly why Riot favors Garen more than Darius so they could have evenly fights and no one should outperform others.

So yeah, if a Darius is having a Garen matchups-and boths party go all-out without kiting the other. Guess who's winning HARD? Unexpectedly but yeah, Garen will totally destroy a Darius in such circumstances. And even with kiting, an experienced Garen will take at most 3 bleed and this will cost a Darius 20% of his HP EACH!

I’ve never had trouble with a garen when playing mordekaiser. Morde just wins the all in even when garen has ignited and morde doesn’t, and you can always poke him with q or e to turn off his passive.

As a Garen main, I tell you that Garen's weakness is Vision, Displacement and Range. Don't bother using Stuns, Snares/Root and Slows it will bother him little to none due to Slow Cleance Q and a ridiculous 60% Tenacity W.

So.. why all 3 weakness?
•Vision allows you to prepare entering combat against Garen allowing you to save important Skills/Spells to throw at him when he come barreling down unto your team, despite how ridiculous damaging this Juggernaut is, it does not have a reliable Gap Closing Skill which brings to the next point.
•His only option is to, close the Gap is Q with Stridebreaker and a skilled Garen will know how to time W to negate CC's however Displacement Counters him, his ridiculously high Tenacity has no effect on Displacement and with it allows you for the next point.
•Maintaining Range/Kiting when his Abilities are not on CD, one of Garen's most dangerous aspect is his ability destroy almost everyone once he got to them really close but with Displacement and Kiting you can beat him easily.

The counter to %missing/max hp true dmg is usually trying to counter everything else in their kit. If they can barely do any damage other than the true dmg (via kiting or hp/resistances) you can usually stall long enough to run away or win the fight.

Tip from a Garen otp if you're going all in. If you have a slow, WAIT until he uses his Q. If you have any form of cc, wait until he uses his W instead. Q cleanses ALL SLOWS along with the speed boost and W gives an insane Tenacity boost for 3/4S OF A SECOND.

Edit: Here's another tip. If he has Phase Rush, DO NOT let him proc it (Although that's hard because he can very easily proc it lol) cause if he procs it, he WILL get away and there's a good chance he will come back after a few seconds to kill you depending on the amount of abilities both of you have used during the prior fight.
