thing is, tho, pre- and post-amnesia doktah are both exactly as capable in canon, its just that for post-, the knowledge of how to get out of a particular situation just sort of pops into his head, like muscle memory.
the difference is that post- doktah doesnt have the same personality as the man who was forced to abandon his morals for the sake of victory, since he doesnt remember doing those things.
literally, the memory of who he was and what he's done are literally locked away under a clearance level higher than his own with rhodes island's AI
