For AMD users:
1.Go to AMD Settings (by clicking with the right mouse button in your desktop)
2.Gaming
3.Global Settings
4.Global Graphics
5.And turn Shader Cache OFF

Edit: On newer versions of the amd software you can't turn Shader Cache OFF apparently, im not sure if cleaning Shader Cache will solve the problem.

I had this issue on my laptop which is more than capable to run osu, and after some fiddling around I found that the cause of the problem was msi afterburner(actually it was rtss, I think it was rendering over osu's render and it caused some conflict), closed that and the game ran without any hiccups :D

Thank you so much! I had lag issues for 1 month and couldn't find a solution. I tried re-installing, changing my power adapter and so much more. This finally solved the problem.

Thanks man. I was running osu at 400 something fps and then downloaded something that asked to change some settings. This caused me to wildly fluctuate from 300fps to less then 60fps. This fix it. Thx

Boom I'm here from the future 2023, and just tried it and it still works, ty! Didn't resolve stutter/dropped frames 100%, but at least 80%. Now it's playable again.

what really annoys me is that, I didnt notice any of these lag issues until I switched from hdmi to display port. osu hasnt been the same since

I figured out it was f.lux running in the background. Following this tutorial caused stuttering and when I changed these settings to the opposite the stuttering stopped.
