Here's the entire reply... Sure…outside of context… absolutely… but you can make the same case for other rhythms as well. You could say 16 notes are just like 8th notes two times. But when you add context, the 16th will sound twice as fast in that same timeframe… so if you play a 4:3 next to an 8:6 inside the same time frame… The 8:6 would also sound twice as fast.
