I used the msm tool to rollback to oxygen OS 10.3.8 but I found out that the OS that got installed was slightly different and had some minor occasional issues. I would recommend that after flashing it, install official 10.3.8 by local upgrade method.

msm tool is good because it can downgrade to a previous version easily.. however it also relocks the bootloader automatically, .. fastboot method does not relock bootloader automatically but they have been times when i was bricked so badly i couldn't even boot to fastboot mode and had to use msm... so msm probably gets the edge, although my only problem with it is that it relocks the bootloader automatically and then you have to unlock bootloader again!!!
