Really looks like he used latex over oil base, and it won't stay.

This happened to me. He didn't properly prime. The previous paint was probably "gloss"(or latex) and instead of sanding or priming he threw on another coat of paint. The paint will bead up and peel off. It takes about 6 months to start and gets worse as time goes by. If it didn't happen to me, I wouldn't have believed the Plaintiff(as to how long it took/how bad it was). The bubbling comes from underneath and the bubbles peel, it's not from any "cleaner" she used.
