Great idea. A small sacrifice of the TV not being able to control the backlight (shouldn't matter that much since the brightness/contrast is controlled by the panel). Some TVs will shut down if they detect a problem with the backlight so on these, will require some modification of the LCD driver to fool the control board into thinking the LCD is connected and working.

You skip the most important part I'm struggling with. To what do you connect the led strips to? I know the CCFLs are using 24V. Did you disconnect the CCFL cables from the inverter board? Did you connect the LED strips to the PSU?

Dear friend, I’ll tell you that you are on the right track, but it’s better to tightly attach the back of the slats to the backlight trough. Then the LEDs will not overheat and will last much longer.

I came in here looking for the opposite: remove the LED from a monitor to make it an LCD. This is for a friend who gets migraines from anything with an LED.
