As someone who lives in California, I see those warnings everywhere, on everything. Even on the sliding glass doors to my local Walmart. I'm not joking.

My dad is a truck driver.

One of his more amusing stories from the road was one time he was in CA he got chastised because despite his tractor being CA Certified Clean Idle, unbeknown to him, for the particular sight he was at (I think a port) he needed a separate certification and the only difference between his location and everywhere else was a few feet and a fence!

Having worked in the industry, everything shipped to California gets the warning, because it's cheaper to print the warning than try to do all the tests that it doesn't cause cancer.

These aren't really to stop theft, in fact this thought never crossed my mind in the years I've worked in a truck yard, rather much like gladlocks (which you can place over and block the airbrake line connector) these are used to prevent coupling when a trailer is red tagged to prevent a driver from moving a trailer, or worse, taking a trailer out on the public roads with a safety issue such as issues with the air/brakes, electrical (lights), mechanical (landing gear, tires, and axel), or structure (doors and body) of the trailer. So kingpin/glad locks are placed to help prevent accidental moves of a trailer that's pending repair.
