Iroh is probably the most skilled firebender in the show. Ozai MIGHT have more power (though I think they're just about even, and as someone far younger Ozai can likely outlast Iroh), but if it's a question of skill, Iroh would slap his brother down hard.

An underrated part of this whole scene is the consistency of animation as Iroh redirects the Lighting to the rocks and you can see them fall into the water in the few frames of animation Iroh kicks Azula down in the background. I thinks that’s amazing attention to detail. Such an amazing show even in the smallest of details.

It's fairly easy to miss when the series is still beginning but at this moment uncle iroh shows that he's possibly more dangerous than Azula and we don't catch on until later and figure out just how dangerous the man actually can be when he wants to be. The shoot lightning is one thing but to grab it at the source and channel through your body and send it out a different direction where I can do no harm that's something else.
