There are multiple quarantines in place in California to protect citrus trees:

Would it be possible to move an indoor citrus plant without spreading disease? I want to start a yuzu graft, but might not be living in the same area several years from now when it would start to give fruit 🤔

So is it illegal to plant lemon trees in California now? I’m so confused. I really wanted to plant a lemon tree in my new yard and I’m really sad learning I am not allowed to. It mentions nurseries but then says at the end to never move a tree(?)
