Rain and snow will soak the Northern California region on Monday. The KCRA 3 weather team issued an Impact Day for Monday because of expected travel delays. Outdoor activities may also be impacted. A winter storm warning is in effect for the Sierra until 11 p.m. Monday, the National Weather Service said. Expect chain controls at times because some parts of the Sierra could see a couple of feet of snow. Speed limits will be reduced on major roadways when chain controls are in effect. On Interstate 80, it is reduced to 30 mph. Along Highway 50, it is 25 mph.
