There is *NOTHING* converting down to 60V. You've got a bridge rectifier converting 220VAC to 314VDC. The ONLY reason the LED is not exploding is because you're powering it with a resistor in series that is causing enough voltage drop across it that the LED sees less voltage (and you can't run the LED for very long). This circuit is dangerous for anyone looking to actually convert voltage without transformers.

The LED bulb is not working properly, without load this circuit may read up to 40V.It can only dive a 12V-10W LED bulb by using 105J capacitor.
