Arceus sent Cynthia's Garchomp back in time after you to teach her ancestor how to trigger your Cynthia PTSD with music! Where he'll presumably pass the practice down to his descendants, eventually resulting in Cynthia traumatizing you in the first place!

I like to think that this song is passed down from generations, and every single member of cynthia's family tree and their pokemon knows a different version of it as they alter it to represent themselves better
