What you do after he doesn’t give you your license is you call whatever police force he’s with and report a man holding you hostage and won’t give you your property after he asked to see it. All facts and gets put in the channel on what’s going on. Second call is to a civil rights lawyer and explain what’s happening as it’s happening to whatever available lawyer there is. They don’t HAVE to hear you out or deal with you but it’s a slam dunk court case if your lawyer is part of the situation and they still progress
