I always thought that Hulk and Thor were left out of Civil War because they are too overpowered compared to the other Avengers. Even so, they neutered Hulk so bad compared to what he should be (i.e., Eric Bana or Edward Norton Hulk).

Somehow, I feel like Banner would actually be on Cap's side. Yes, he's closer to Stark. Yes, he understands that they need oversight. However, given the fact that he was relentlessly hunted by the government because of his rampages as the Hulk, I think he would relate to Bucky and Wanda's struggles with things that were essentially out of their control.

Besides, Hulk hates Ross. So, even if _Banner_ were to join Stark's side, chances are that _Hulk_ would veto that. Beside, there's also the fact that Cap recognizes and acknowledges Hulk as being a separate person from Banner.
