Pretty sure Cosimic Garou is a God level threat. The definition of a god level threat is someone who is capable of wiping out all of humanity, which Cosmic garou can easily do as shown by his Gamma Ray Burst, Nuclear Fission, and then his fight with Saitama gaining all sorts of Series Series moves that can all easily destroy Earth.

Honestly, i think Garou is still High Dragon even after turning back to human because his body expirienced being Monster and at least some of that power is left. At this point he is on the level of prime Bang, not to mention he can just train and get even stronger and even better when it comes to technique.

Human Monster is probably atleast high demon, I don't see him being that much weaker than the one who beat an S class (Tank Top Master) because after that he faced the A class group with way more trouble than his Human Monster self (That beat a room of A class heroes and tiger+ Villains)
