The really scary possibility is they mentioned the possibility these are drones carrying gamma ray scanners which is exactly what you would be using to look for a poorly designed, poorly shielded, old or contaminated nuclear weapon. Such as a plutonium weapon contaminated with Americium 241.

So think old Soviet weapon that have been sitting around 40 plus years, or a bodged weapon.
