Men particularly have this issue and sexual pleasure is mostly the blame because it is a very powerful form of pleasure a human body can experience, which can be challenging to avoid. And the worst part is that your brain stores the image of that opposite gender like a camera shot, even if you just took a glimpse of it, which urges you to look again, and lowering your gaze can be difficult.

A solution to this may help by imagining that opposite gender near you as the Sun. You can't look directly at the Sun, as it can damage your eyes, so you lower your gaze in a bright sunny day. Hope this helps.

*I don't understand how most men actually find it difficult to lower their gaze... I myself used to be pretty bad back then, but after I found myself back on the path of light of Allah Almighty, I always tried to lower my gaze from looking at other women outside, and I got used to it fast. If I can do it, you guys can do it too, you just really need to put an effort to it thinking about your fear for Allah. If you're a single guy, don't be upset. For lowering your gaze from other girls, Allah (SWT) will surely reward you with a beautiful wife in future. And for married men, please only think about your wives all the time.
