While I am seeing this after getting a GC, i can confidently say that bill will not pass. US has no incentive to prioritize giving GC to so many Indians waiting. Its job market in STEM is and will continue to attract the best brains in India since it has a buying potential, it doesnt mean that it will just give GCs to the millions waiting in the line. Though I certainlt feel EB based immigration should be merit based, it is the population and numbers game which makes it a hard problem. In other words, if you wish to get a green card in US, EB1a/1b or EB5 are your best bets or EB1c if your conscience allows you to exploit that loophole of so called "international manager".

Every year they come up with the same act and it thrown at out senate level bcoz there will that one or two senators who will want to add special clauses for country like China, Philippines etc . they should start giving EADs for people who have i140 filed over 5 years

Nothing will happen! This isn’t currently a priority. Many such good bills have come and gone in the past. People from backlogged countries need to think hard and act accordingly!

House bill is different from what Senate bill is . House bill talks about recapturing previous years visa and doesnt talk about country cap removal. Senate bill is about removing cap
