That is good taht we can get all vendors max level, as some mission ask to choose from one to another. but at the end you can unlock all

its not just Level 3. Your actual level also unlocks stuff. I am currently level 3 for all vendors and level 14. I still don't have access to a lot of those items.

I cannot find the BL Restaurant storage key, nor the UNLAB key.

Me and the boys were thinking the same. Keys have been rough in midnight sapphire as well. The amount of enemies there are in tiger bay and none of them have keys? statistically unlikely that we're just that unlucky.
