Might be a little late to this but I found this list very helpful. For users watching this after like I did (as of 1-1-23), Fine Road Tool 2 and Fine Road Anarchy 2 have both been updated and included in the replacement mod Network Anarchy. Both replaced mods will eventually be removed from the workshop as one user pointed out. Extended Managers Library 1.0.3 and Harmony 2.2.2-0 are both required as they provide assets to many mods listed here. City Vitals Watch has not been updated to include the Financial pack yet but as far as I can tell, it is still functional with everything else. Ultimate Eye Candy has not been updated in a long time and another user recommended Render It! instead as it's quicker than Ultimate Eye Candy to implement chosen settings. I didn't go for the cubemap mods so I do not have insight into them. Prop Line Tool is out of date for the current Cities Skyline version and may not work with all content packs. Prop Anarchy 0.7.6 has the updated Prop Line Tool mod included in it as replacement though there is a current bug the devs are working on fixing from what I've seen. I felt it worth mentioning as it might be good to try one or the other and see what works for your game and remember to make fresh saves rather than overwriting. There are two other complimentary mods made by the same dev as Better Road Toolbar. These are Better HealthCare Toolbar and Better Education Toolbar which split up the UI better like how Better Road Toolbar does (no, you do not need the Ability to Read mod as it's a joke). BloodyPenguin's original Extra Landscaping Tools isn't updated for the current game version or for 81 Tiles 2. Extra Landscaping Tools [1.15.1-f4 FIX] is the more recent replacement of that mod. Also, BloodyPenguin's 81 tiles is also out of date and marked incompatible with the game. 81 Tiles 2 TESTING is the more recent replacement. The Loading Screen mod mentioned is also out of date but Loading Screen Mod Revisited 1.1 is the replacement. Surface Painter is having the same issues as Extra Lanscaping Tools and Surface Painter temporary fix is the replacement though there is a bug they are working on fixing. Hide it, Bobby! is currently broken and commenters on the mod page were recommending Hide it! Mod instead. Picker has a Picker beta mod if one or the other is unstable. I hope this is helpful for those who want to add these mods but don't want to fuss with finding replacements for out-of-date things and other versions. There is also Compatability Report v2.2.0 (Catalogue 6.15) to help with finding broken mods in the list or missing things if something goes out of date or require files aren't clearly listed. For those who are new to modding, remember to close out the game completely when adding or changing mods and create fresh saves rather than overwriting in case you need to revert or to help prevent bugs. ~Best!

Could have been worth mentioning that Harmony is required as a backbone for some of these mods to run from. On a clean CS install, just clicking your list above then going into game - it tells you to install Harmony.

For those on lower end machines: use 25 tiles instead of 81 tiles. Game runs better in my experience. FPS Booster and Loading Screen Mod are musts. Don't use too many workshop assets (or any!) as they eat up RAM. Finally, watch your transit options. My simulation speed slows to a crawl if I have too many passengers waiting at a bus stop or terminal.

25:36 The moment I learned that Chirpy goes into rage mode when you have Anarchy on. I watch a lot of content creators and so many times they'll leave Anarchy on. This is a pro tip for everyone.

81 tiles is great for people like me who like to build several small towns and slowly expand each one of them over time. But also, it's overrides what I consider to be one of the worst systems in the game. I like the mechanic of buying more land, but tiles are the worst way of doing it. It always leads to a situation where one portion of the land that you need is just outside a tile, and you don't want to buy that tile next just so you can develop a tiny area, but it looks really awkward if you don't... Ugh. I always just open up the whole map.

Wow, I am a pretty advanced player with almost 2, 000 hours in this game, using tons of mods, and I never knew about Move It's picker feature. Game changer. :D

I've been playing CS for years and have just about every mod you mentioned and I still learned new things! Thank you for doing this Phil, such a great idea and big help! Can't wait for the advanced mods video!

To be honest, some of the mods you choose need a video by itself. The move it mod, TPME would be 2 I can think of where u can explain how to use all of its features.

I have been a fan of 25 tile, realistic population revisited, industry rebalanced, first person, Rico revisited, fps booster, disable telemetry and TPME

I don't think I'm being hyperbolic when I think that I'm not sure I would want to play the game without TM:PE. Of course, we all enjoy things for different reasons, but I think that TM:PE is the most important mod to me and is fundamental to my enjoyment of C:S. I would happily manually place trees way before I'd lose my TM:PE.

Thanks again for a fantastic video, I did rethink many of my other mods.

Best content creator by far, who helps the community like you. Finding the best mods. But then also explains them?!!!!

I don't recommend downloading the modlist you'll get in your game with a bunch of errors and can't even start a new game without it just showing a blank screen at the end of loading.

I've been using most of these mods for awhile and I still managed to learn something new.

I use 8 of these, not bad. The ruining thru pollution (the purple/grey haze on the ground) I hide with a super old mod that still work today.
Also, would never ever play the game again without TMPE. It's just so darned useful, and the earlier new players get used to it, the earlier they'll get comfortable with it.
Move It, Picker, extra landscaping Fine Road / Anarchy and either 81 tiles or 25 tiles -- Totally agree.
Even tho it's old I also use Road extention 2 or w/e it's called. I have yet to jump on the Vanilla++ for extra roads myself as I am quite satisfied with the other one.

Great video !

This is such a great video! I recently bought a PC to be able to play with mods, console got too annoying with time. And I wanted to create such beautiful builds as you and some other YouTubers out there.

My only issue though happened with my first use of the water tool. I accidentally flooded my entire map killing all citizens and destroying all buildings. I didn't save for a few hours so there was no going back, I just started over with a new, prettier and more thought out build.

I’ve been watching CS videos for a long time but I just bought the game & DLCs, downloaded the mods (because I felt pretty confident)… and immediately got confused by all the new UI lol. This is a great guide on these mods, can’t wait to see the next mods list.

I am definitely a beginner. Even though I have owned the game since its release back in 2015.

Great video! I have been playing cities skylines off and on for years but always find myself coming back to your channel to check out builds and tips on how to be a better city builder. This video is exactly what I have been looking for in terms of helping cut through all the clutter in regards to the best mods to use and how to use the effectively. Thank you again, Phil.

For a newbie like who just bought the game just yesterday, Im completely overwhelmed. I think ill just dl the first 2 mods mentioned and fps booster. The others felt more advance than beginner to me 🤯.
