So the way that i interpreted the comics and the animated series is that Darkwing's apprentice had the ability to access the shadowverse but not Darkwing himself, so Darkwing himself is just as powerful as you originally thought

Even though he wasn't able to hurt Mark, I think the fact that his exoskeleton made him powerful enough for a viltrumite to even feel it at all is still an extraordinary feat, especially for someone who is purely just a human being.
