Why would they cap the frame rate to 30fps?

I can’t imagine playing games at 30fps. I hated playing computer games in 1999 if they weren’t at least 45-50 or hopefully more. Now 60fps on a console running 1080P seems ehh when compared to 144fps UWQHD on a PC. I’d give up some details and potentially resolution to maintain 60 minimum. I wouldn’t enjoy the 30fps experience even running 4k on ultra settings. It’s just not worth it.
