Back in scratch 1.4 and before you had two options you had to right click and press deleted or use the scissors tool.

you can delete blocks with backspace, just not on define blocks

The define block are used to define what it will do thats why there is a option to put boolean or input when you create a custom blocks.
( Fun fact: if you cut the define block it wont remove the blocks with reference it just get removed )
