I can't make changes to the port. Whenever I try saving it, it says that I don't have permission

By changing the port numbers it is not resolving the issue in my case(OS : Windows).
I have tried many ways like changing port numbers, disabling ports of other applications like skype, firewall and so on.. but the problem isn't solved. The issue showing in my log file is "server certificate name mismatch" can you help me to solve this problem. I have been trying to resolve this issue since many days.
