Regarding cover plates. Masonry block is porous, so I don’t believe mold is the reason. The main reason is design, which either calls for fully grouted(all cells) or partially grouted(at rebar only) walls.

Well, skilled builders aside, code requirements in places like Florida is what determines their use.
Not the builder.
And thats coming from the mouth of a retired licensed builder in the state of Florida.

Seems to waste a lot of mortar. I do not agree that the hole pluggers create a ventilation path to prevent mold.

the holes should be filled with mortar to make it more stronger, that's how its properly done...
