The backstory/contest behind their dynamic:

Since Delta is a beast-kind (wolf type), it's all about strength and power in her mind, so she will only follow someone that is stronger than her. When she joined SG she immediately recognized Alpha as the stronger one after Cid, so she challenged her for the 2nd in Command spot, but got low-diff'd and since then has treated her with the upmost respect.

On the other hand, she has never challenged Cid since their first ever encounter, since Cid's power/aura was so overwhelming that she immediately submitted to him.

So literally, the only one that can order Delta around are Cid and Alpha, the rest of Shadow Garden although while she considers allies/friends, she doesn't obey or respect them at all and is always biting them (lol)
