There are a lot of inconsistencies in the bleach anime but most of them revolve around hollows. In this clip, Rukia is totally wrong about menos grandes.

Bleach was also in it's very early days. The "plot" was whatever Kubo decided it was. Hollows were originally supposed to be massive threats.

That is a dub/translation thing
In the manga she states that one menos is to much for one shinigami and multyple captain class ( which liutenants also are ) are required
Sadly this is a problem with a wast majority of anime/manga from the period and people are quite upset because this is relatively new news
But to be honest this was still quite early in the story so some people interpreted this royal task force as a early draft name for a squad

Whilst it is an inconsistency, the idea of Captains didnt really exist yet, when you see Renji and Byakuya arrive to retrieve her, those were considered members of this special task force, thats why Byakuya doesnt even have his Captain coat

Just a anime issue. In manga she states any "Elite" shinigami, lietenant or above basically. Which is understandable.

But for the sake of plot holes because it is in the English dub
Lets try and fix it.

Your thinking soul king royale guard which is dumb they don't leave the royal realm so yeah that wouldn't make sense.

But am thinking the five royal/noble families who each have squads and people under them who are ment to deal with specific tasks.

Like the Shihoin's are in charge of training the assassin corps.

Why can't the 5th family we don't know about be responsible for menos control ?

A lot of people already point out that this could have been a translation issue but even if we accept the dub that you just heard, that shouldn't be a plot hole. This could easily be explained as Rukia basing her knowledge of textbooks and her memory. A plothole is something that can not be explained using any lore from the source material, for example, how a sea king bit of Shank's arm when he has one of the strongest haki. Or how shank's even struggled against one sea king considering the powerscaling of One Piece now, like Garp being able to destroy cities with a punch. A sea king shouldn't have been a problem.

If anything from a story comes from a character's viewpoint and not from a neutral viewpoint or a narrator, then expect it to not be accurate lorewise because they are usually speaking from their own perspective and not necessarily the author's. Also, the author will usually reveal lore explicitly and leave some things open-ended.

So why are we looking at Rukia and not Kisuke, one who knows the enemy theoretically, other one knows exactly. This is the answer.

A menos grande includes both Adjuchas or vasto Lorde's, she never said Gillian(which is the thing)

And she's right, all the vasto Lorde's in the arrancar needed multiple captains to be defeated

Wouldn’t really recommend the OG anime, missed a lot of Manga content. TYBW on the other hand is a perfect adaption with added content

Kubo didn't really oversaw the anime until the beginning of the Bount Arc, which was filler that was placed in the middle of the Hueco Mundo Arc

Basically the anime was going through Kubo's old plot holes while also purposely hating on Orihime
