Peace talks are the “only viable solution” to ending the Ukraine crisis, Beijing said in a position paper released on February 24, 2023, marking the one-year anniversary of Russia’s invasion of Ukraine. The 12-point paper called for steps to avoid the conflict in Ukraine from worsening, and opposed the use of nuclear weapons and sanctions while reiterating China’s long-standing support for a ceasefire and talks.

Not so much a 'peace plan' as just expressing an opinion. An opinion that isn't different from what China expressed before: The two parties should hold peace talks.
Well, I don't think many people would disagree with that, but the problem is that the two parties are so distant from each other:
-Russia will only discuss peace if Ukraine accepts the occupied territories as belonging to Russia.
-Ukraine will only discuss peace if Russia withdraws from all Ukrainian territories.
So that leaves us where we are right now: Fighting until someone gets too tired to fight.

China is being smart here. China doesn't want to compromise relation with Russia and the West (EU, USA) because China benefits to both parties.

the General Secretary of NATO, Jens Stoltenberg, stated: “weapons are the way to peace”. That tells you all you need to know.

But Ukraine together with US outrightly deny the proposal even before any chance was given it while accusing China's proposal as one sided, no authority and moral duty to help. While the US has never tried to stop the war and adding fuel to it.
All this while US have been saying China did not do enough or didn't make any move to resolve the crisis but when a simple proposal is made it is shot down before it even has a chance.
Does that seem like a US or Ukraine that wants to have this war stopped?
I say let them stay where they are, let them die and suffer. Let US fund and supply their wars until their nation disintergrate into chaos.
Lets see how long the US or Ukraine can last, they've already sign their own death sentence.

China should 100% support Russia winning Ukraine! So that Russia can return the favour when China retakes Taiwan. 12 point plan should be about stopping NATO from trying to monopolize the globe. And to strengthen the BRICS with a strong military alliance and economic relations.

Russia could bring this war to an immediate end by withdrawing all of their forces from Ukraine's territory. That's the quickest way to peace.
