The reason for Alderaan’s years of safety, begun during the clone wars, where the world was against the Military Creation Act. Bail Organa soon laid down all of Alderaan’s armaments, which didn’t make them a threat to the new regime, and such areas were known as safe worlds by the Alliance. These safe worlds would have little economic activity, and were only known to the leaders of the Rebellion, holding Rebel refugees and their families.
