Constitution of Japan (still unchanged) written under American influence and America has permanent military bases in JAPAN.
From which we can see that it's more or less controlled by the US.
So may be the US didn't want Japan to rise.

Japan should have allowed immigration to tackle their economic stagnation.
And in future China will fell in the same trap because of their one child policy.
So, this can be less for more developed states in India to bring policies to make child raising easier and cheaper If we want not to stagnate.
