Can I Resign Tamil Nadu Seat if I Get a Seat in MCC Round 3?

There is so much confusion around whether Tamil Nadu students can participate in MCC All India Counseling Round 3. If they get a seat in MCC Round 3, can they resign Tamil Nadu seat without any penalty? If there is a penalty, how much is the penalty? Can I participate in both MCC All India Counseling Round 3 and Tamil Nadu Round 3? Can I wait for the results of both counseling and decide where I should join? What are the complications?

Giving 24 hrs for resignation is cruel...I am in Valparai, coimbatore and my clg is in Mangalore ...I didn't get train ticket today night ....how could I resign tomorrow before 1 p.m it's impossible 😢

If student joined in Rd1 or Rd2 deemed University, and student participates in TN MQ Rd3 if he get seat whether student can able to resign AIQ Deemed University with forfeiture of deposit... Whether the resignation window for Rd1/2 seat of MCC will open again?
