Brakes good? If not this is vacum pump. Pipes from pump vacum can be broked. If you have good brakes you can have broken pipes from vacum pump to n75 or from n75 to pear turbo. If pipes is good you have problem with N75 or pear can not hold vacum and not work change geometry in turbo. If this is ok you have carbon deposits in variable geometry and you must clean turbo.

The easiest and cheapest way to test your n75 is; Just suck the turbo inlet on the n75, if it holds the vacuum within your mouth, then it is okay. İf not, the n75 might be faulty. The thing that you have tested is the turbo actuator not the n75. The actuator seems pretty working.
