The odds of finding a Pikachu is 5% and is the same chance of finding a Metapod. I have been looking for half an hour and I have found 6 freaking Metapod. FML.

go to rock tunnel (not inside and must have surf) surf to the river go to a building you will see then there is a pikachu and zapdos

You should try saving and then restart your game. It worked for me

First when i saw pikachu first after attacking i pressed run accidently and was sad but i came to the same spot there was it standing in one leg telling catch me if u can!!!
And at the end i got pikachuu
