I agree with Tim Palmers use of "in other words". If it's not useful for any other purpose, then it's irrelevant in this case, and if you counterfactually change it it shouldn't matter. Although it would reverse cause and effect to effect and cause I guess, which is illegal move. I need to rewatch this or either read Bell's statement myself. Also I am curious how much experience Maudlin has with chaotic Hamiltonian phase spaces

If the universe has any type of "error correction" or regression to the mean then yes, the millionth value/variable can be changed, and it's "inconsequential" in the non-local regions of the universe.

Whether you can change the variable is irrelevant, based on the 5 minutes shown here. The key point is Bell does not say that changing the variable can’t effect any other piece of information; he’s just saying it’s not useful for predicting other changes presumably because they are not correlated. The effect of a couple walking and going left or right at the fork is almost impossible to be correlated with the millionth digit of some variable. That is unless some system of chain reaction of events was linked into the brain of leading walker who then makes the left/right decision based upon that millionth digit.

Even if someone tried to claim the two events were linked (odd millionth digit and couple walked left), there’s no repeatability. Of course there is a cause and effect link that the winning lottery ticket came from a particular gas station and had that person gone to the lottery across the street, they almost surely would not have won. But that doesn’t make a repeatable correlation between going to that gas station that previously provided a winning lottery ticket and winning the lottery in the future. So changing the variable of gas station is not useful for winning lottery tickets.
