There were a set of book, The Undersea Fleet, or Undersea Trilogy, that was about a pair of cadets/ children who went to join an undersea fleet of ships that serviced the cities on the bottom of the oceans, and the mysteries of the people and things that happened down there.

Thing that most people don't think about is how incredibly DEEP the ocean is. Even submarines don't really go all that deep, compared to the vastness and of depths of say, the Pacific Ocean alone.

Yes! I read exactly those books! And as a child I got ‘Spaceships 2000’ from the library in the little village I lived. The Terran Trade Autority, I believe.

I love underwater cities! I appreciated seeing this so well depicted in Black Panther 2. You should do a video about how Saudi Arabia is pushing future living projects and go into why they are spending this much on wild projects.

What problem(s) do underwater cities solve, that couldn't be dealt with any other way?

Local space seems to be a lot easier to explore due to the lack of pressure than the ocean is due to the extreme pressure. Its a fun idea to think about what would happen if we are able to create vehicles, buildings, and other transportation systems that can survive giant amounts of pressure with ease without pressure exerting on human beings (if at all possible). Would make exploring the Earth's core a lot more doable as well.

Having scuba dived, as well as having been in a tourist-class windowed submarine, I can vouch for the vast majority of the ocean being an uninteresting dessert, and most underwater environments being extremely stale and claustrophobic. That even applies to most surface-level ocean vehicles no matter how luxurious. Space colonisation will result in similarly small and stale spaces for a very long time, likely lifetimes.

Technology may advance but the sea is still and always will be a harsh environment and like space expensive to habatat. One needs a very good reason and the funding to try.

The answer is "why?" Living underwater is a novelty at best, and no amount of resource extraction can make constructing, maintaining and oxygen-ating a habitat worth it. EVEN IF YOU IGNORE preservation and ecofriendly activism, there is simply no value.
Habitats in space, to facilitate mass extraction of raw resources can make it worth it eventually. But there is nothing underwater that we cannot mine for or simply make an (oil)rig above.
