I saw Wicked City in 1993 at age 6. I found the VHS at my uncle's and started watching it while playing on a Tiger Electronics. I still remember the entire film...

It most absolutely can. Japan doesn't go by american standards. They still very much do this.

Tbh i think anime like these should stay underrated just to enough to give creator some decent profit

Okay, you didn't see any of the so-called opening scene that he was talking about. But you probably don't want to, I can think of worse in this movie. Yes, it is borderline hentai I guess, but I don't think that was a category back when the film was made, it's up there in the same animation Category as Fist of the North Star and a lot of the other extreme 80s anime that was produced using a different animation style and format, and somehow the violence was slipped in there. We simply won't see it again. It's possible that these types of films led to the hentai genre, but I don't really care. I just remember in college somebody brought this out and we were just jaw-dropped and it wasn't from the first opening scene either.
