I floss, mouthwash to get really in between the teeth and loosen up further debris, then brush.

In the morning I brush my teeth and scrape my tongue, spit, wait half an hour, eat breakfast, then I floss to remove food between my teeth and then mouthwash to rinse it away.

At night I floss then rinse with water, then I brush my teeth and scrape the tongue and spit.

If you sleep without rinsing at night, wouldnt the sugar in the paste provide party house to bacteria? in a day time, it may not be problem.

Is this the steps: floss, brush teeth (don’t rinse yet) after scrape/brush tongue then finally mouthwash?

No. This is wrong advice. Spitting rather than rinsing can lead to a condition called angular cheilitis, especially with harsher toothpastes.

Rinse after you brush your teeth bc bacteria will only stay if you just spit
