Flintstones wasn't seen as a children's show back in the day. it was a show for adults at the time, an animated sitcom like I Love Lucy. That's why they advertised cigarettes.

Regardless of the effects of smoking, it was a major detail in cruellas character, especially when using that long elegant stick thing to hold the cigarette. It was meant to make her look elegant and dignified, especially since this took place in the 40s-ish and part of the fashion. They could have used a prop cig or something.

I can understand why disney took smoking out of the movie, especially if kids would be watching it regardless of the rating, but i cant help but be a bit disappointed they erased an aspect of her character (like how she wore fur all the time)

Consindering it's alternate version of Cruella, I think not smoking also helps to detach the character from older version.

The classic “kids” cartoons like Tom and Jerry and Looney Tunes had smoking, suicide jokes, gun violence jokes, stereotype jokes, death jokes and sexual harassment jokes.
Just cause something is marketed for a specific demographic does not mean every other demographics can find content they relate to in it as well.

They decided to ban the smoking, an iconic part of her character, and instead decided to suture in a scene of her getting black out drunk and vandalizing her workplace after having a bad day, and that ended up being a good thing
