People forget Sidious ruled the entire galaxy and manipulated Anikan and used him like a puppet. That alone makes him the most powerful

No character comes close to Palpatine, I'd say the most he'd go is low-mid maybe mid diff against Luke or Vader and then it's all lower for any other character

Also imo Palpatine takes skill, if we consider skill outside of just dueling as in mastering the force, i think he's the sith that has a full on understanding of dark side more than any other

Depends on your battle IQ, palps knew yoda was better then him with a lightsaber so he mainly wanted to use the force as he knew he would win that fight but when he was fighting people like maul he would use both for fun and he knew he would win either way
