Nice one, The microcontoller case is called a Piggy-Pack. These kind of microcontrollers were originally intended for software development. They were good for plugging your EPROM emulator on the back. Once done your software was programmed, maybe even mask programmed into the 40 pin plastic DIL version. Those microcontrollers were often used in music electronics.

I believe these gauges were also designed to directly replace mechanical fuel indicators like the one in the previous video. In that case it would need some amount of programmability to properly interpret the fuel level signal.

9:49 I think I have seen such a microcontroller at the EEVblog a few weeks ago.
